Kriterien wie z.B. extreme Klimabedingungen, Isolation, politische Instabilität oder Zustand des Gesundheitssystem und medizinische Versorgung werden für die Einstufung mitberücksichtigt. Die Zulage wird oft auf der Basis eines fixen Prozentsatzes vom Grundsalär ermittelt und monatlich entrichtet
